PG and E if there was a gas leak in the neighborhood, shouldn't you notify people?

Both my home and office are in Old Town. I wasn't there this afternoon but got a message from John Fullerton around 2:30. PG and E and their sub contractor Pro Life have been working in the alleys and the surrounding area where both our offices are located on the gas and sewer lines.
"There was some kind of big gas leak and PG&E had me evacuate my building for awhile.  They then said it wasn't my building but somewhere fairly close." John Fullerton said it was around 3rd and H.

"Alaina had her office window open and smelled the gas first.  Then we all smelled it and thought maybe it was coming from inside our building.   She called PG&E and they said evacuate.   The PG&E guy was there in about 15 minutes and went inside with his measuring tool.  After about ten minutes he came back out and said it wasn't our building but something in the neighborhood.   He then said it was safe for us to go back in but to keep our windows shut."

While I am all for the Waterfront being developed, we already had a power outage all night almost two weeks ago due to this PG and E work on sewer and gas lines. Pro Life has been around for a few weeks. In addition to the inconvenience of them marking and doing construction, now we have to contend with random gas leaks?
