"Transgender rights are human rights"

In the Senate, 60 votes are needed to bypass a filibuster. The 224-206 vote in the House included three Republicans.

“The LGBTQ community has waited long enough,” said Rhode Island Representative David Cicilline. He introduced the bill. “The time has come to extend the blessings of liberty and equality to all Americans, regardless of who they are or who they love.”

Since 2015, it has been introduced every year by Cicilline who is one of nine LGBTQ representatives. 

The act amends the federal Civil Rights Act of 1964 to include protections against discrimination based on sexual orientation and identity.
