Convicted sex offender Randy Knopf arrested yesterday by State Parole for PC 3000.08 (c), violation of parole.
He has had failed to register several times, had multiple parole violations and keeps getting released from custody. When there are no real consequences and judges keeps letting you out on the street, what is Knopf's incentive to follow the law?
