A few minutes before 7 p.m. Tim Phillis responded to my morning email and sent me the exact response from the County Clerk Recorder's Office as I requested. 

Dear Tim,

Documents recorded or filed in the Humboldt County Clerk Recorder's Office are public record, but the Clerk Recorder staff are not permitted to perform searches of the record or give information from the records either by phone or by email.

However, any member of the public may access the online index through our Self-Service Web portal located within the Clerk Recorder website at https://humboldtgov.org/1992/Self-Service-Web, or by going to Humboldtgov.org and navigating to Self-Service Web.  Official records are indexed from 1979 to present.

The index may be searched by the names of the parties given on each document, recording serial number which you have, or by document type broadly.  Please note, we have no available index by either property address or Assessor’s parcel number (APN).  Please contact the Humboldt County Assessor’s office for obtainable information using only an APN (Assessor’s Parcel Number) or property address.

You may purchase copies any of the following ways:

• Web - Purchase, download, and print the document using a credit card for an immediate copy through the Self-Service Web. (documents from 04/09/1999 to present)
• Mail - Request a copy by mail by providing the specific recorder’s serial number or book and page of the document you would like a copy, your return address, and a check or money order made payable to Humboldt County Recorder. The fee for official record copies is $2 for the first page and $1 each additional page.  There is an additional $2 fee for certification, if requested.  The address for ordering copies is Humboldt County Recorder’s Office, 825 5th Street 5th floor, Eureka Ca 95501.
• In-Person - Contact the Clerk Recorder directly at (707)445-7593 Ext. 3, to schedule an in- person appointment to come into the office to perform a search of the record and/or order copies in-person.

If you would like to search the records in person in this office but are unable to come to the office yourself or send someone on your behalf, you may wish to consider hiring a local title company or local Abstractor Service to assist you with your request.

He also responded to my inquiry about the his prior litigation with the County.
