You have seen him at the corner of 3rd and V, at Target, he hangs out near Red Lion, today at the corner of 4th and V.
At first, he didn't bother anyone, then he hooked up with the local, professional beggars. I have seen them switch off shifts.
They took shifts at Target. They stay because of the enablers who give them money and other stuff.
Better use of your money would be buying a random working person, someone elderly groceries than these professional scammers who impede businesses and customers.
There were three EPD officers who responded today One of them is Officer Brian Ross. It is 2:25 and he is still out at the corner with people handing him money.
