If the City of Eureka and certain rich property owners cannot maintain their properties, how can they enforce standards for others?

I know the City of Eureka Public Works could use more staff but days, months and every year, this cannot be cleaned up? Uplift or community work could be utilized. Ming Tree is just one example. There are 5th street and other downtown streets in Eureka with established and rich, generational property owners. They cannot afford to pay someone a few bucks to sweep up or hire Teen Challenge or John Shelter's crew to regularly mantain their properties?

If you want more tourism or people to invest in living and doing business, the people with tall the money they have amassed for decades can start by cleaning up their properties. Maybe the parking lot saviors can start working on a future measure? 

I have used local lawyer Rory Hanson as a positive example before. His properties near the Courthouse and an apartment complex on Myrtle that I walk by often are always well maintained.

This is how it looks in front of Ming Tree. An improvement from last week but still not what should be expected from good ole boy and gals local realtors who tout Better Home and Gardens on their site and promotions.
