Jesse Perez, frequently booked and arrested has been making the headlines since 2008. Last night, Perez decided he had a right to fight, yell and scream all night and shoot heroin. Then he passed out in broad daylight. Unlike Perez, people who live and work in the neighborhood didn't have the luxury to "sleep in."
CSET was patrolling the area and checked up on him.
