The photo and the Facebook post is from Becky Salas Bryant. Roy Moran is a "frequent flyer" and he was arrested on October 31 and booked for petty theft, a misdemeanor. He was released an hour later on OR.
I have been in the courtroom and observed hearings on Moran 's various cases. Just months ago, he yelled in court and went on and on about changing his life, having a job waiting for him which he had no proof of and blamed the DA, the courts, everyone except looking in the mirror.

"I was delivering mail today in arcata and witness two guys on bikes stealing a generator that was just delivered by UPS, i yelled and they took off.
I called the police one of them was caught, i made a positive id, he was arrested.
Hes probably already out.
Bald headed tattooed hard to miss."
