This is yet another defendant who should not have been granted mental health diversion in Humboldt.
San Francisco Police Department Public Information Officer Paulina Henderson responded to me with these details Evans arrest.
"On 09/25/2025 at approximately 5:21 p.m., San Francisco Police officers were patrolling the area of Larkin and Geary Streets when officers observed two males in violation of the California Vehicle Code while operating a scooter. Officer initiated a traffic stop and commanded the suspects to stop. One suspect failed to comply and fled from the officers. The male refused to comply to orders and officers physically stopped the suspect in the area of Ellis and Hyde Streets.
The second suspect eventually returned to the officers in the area of Hyde and Ellis Street and was detained without incident.
Officers developed probable cause to arrest 28-year-old Evan Tavin and 36-year-old James Tillmon.
Tillmon was cited and released on scene for operating a motorized scooter upon a sidewalk (21235(g) CVC).
Travin was booked and transported to San Francisco County jail for operating a scooter on a sidewalk (21235(g) CVC), fleeing from a police officer (2800.2(a) CVC), evading by driving opposite of traffic (2800.4 CVC), resisting a officer using force or intimidation (69 PC), resisting arrest (148(a)(1) PC), possession of methamphetamine (11377(a) HS), and operating a scooter without valid drivers license (21235(d) CVC).
Although an arrest has been made, this remains an open and active investigation. Anyone with information is asked to contact the SFPD at 415-575-4444 or text a tip to TIP411 and begin the message with SFPD."
