Why was the woman with multiple warrants and probation violation cited and only the guy arrested?


Both are repeat offenders, both allegedly had evidence of drug sales, why is just the man arrested? Are we now citing and releasing people with multiple outstanding warrants?

On Jan. 29, 2022, at about 4:23 p.m., Humboldt County Sheriff’s deputies on patrol in the area of Togo Street, in the county’s jurisdiction of Eureka, observed two individuals known to be on formal probation outside a residence associated with numerous narcotics-related investigations.   

One of the individuals, 35-year-old Heather Christine Rose Haselip, was found to have multiple outstanding warrants for her arrest. During a search of Haselip and her belongings incident to arrest, deputies located drug paraphernalia and items consistent with the sale of controlled substances.

Deputies conducted a probation search of Haselip’s vehicle parked outside the residence. Additionally, the second individual, 33-year-old Scott Antonio Arreguin, was contacted at the vehicle and searched pursuant the terms of his probation. During a search of Arreguin and the vehicle, deputies located approximately two ounces of suspected fentanyl, approximately .36 grams of heroin, additional items consistent with the sale of controlled substances and stolen property.

Arreguin was arrested and booked into the Humboldt County Correctional Facility on charges of possession of a controlled substance (HS 11350) and revocation of probation (PC 1203.2(a)).

Haselip was cited on charges of possession of a controlled substance for sales (HS 11351), possession of stolen property (PC 496(a)) and violation of probation (PC 1203.2), in addition to warrant charges of petty theft (PC 488) and revocation of post release community supervision (PC 3455(A)).
