EPD Crime Analyst Brittany Powell gave me more information:
"This happened on July 19, 2017, at about 11:53 a.m. at a park on the 2400 block of H Street. A Parks employee observed a male camping in the park and asked him to move along. The male became disgruntled and attacked the employee causing minor injuries. The male was identified as 25 year old Jeffery Chandler. Chandler was arrested and booked into the Humboldt County Correctional Facility for assault and probation violation. "
