Four police cars, four EPD officers, two suspects on 4th and I

The grey car in the first photo was let go, just a routine traffic stop. Sgt. Terry Liles and another office talking to the guy in front of the old U.S. Cellular store just let him go. He tried to crawl into the grey car while EPD was conducting a routine traffic stop "to inform the occupants of their rights". He did not know the occupants of the grey car.
