I checked with Gail Rymer, spokesperson for Eureka Housing for all about deadlines for The Eureka Housing for All initiative. I also contacted the Humboldt County Elections Office.
"The campaign has up to 180 days from receipt of the Title and Summary from the City to gather signatures (August 7). The campaign doesn’t have to use all 180 days."
"When signed initiatives are turned in to the City Clerk, the clerk has 30 days to count signatures to ensure there are enough (approximately 1,600)."
"The Clerk then provides to the Registrar, who has either 30 or 60 days to validate the signatures. " According to Rymer, there’s some confusion on which the requirement for validation. I checked on this with Humboldt County elections.
"Once the Registrar has validated the signatures, the city council can do a study for up to 30 days. Then, the council can adopt or put the initiative on the ballot."
According to Christina Strevey Administrative Analyst for Humboldt County Office of Elections, "The answer according to California Election Code in Division 9, Chapter 3 Municipal Elections (§ 9211) which references sections 9114 and 9115 in Chapter 3 County Elections , says that within 30 days from the date of filing of the petition, excluding Saturdays, Sundays and holidays, the elections official shall examine the petition, and from the records of registration ascertain whether or not the petition is signed by the requisite number of voters."
