"After a certain situation happened, I lost respect for him. I tolerated him."



Dennis Winder, father of Jane Doe #1 and # 2 testified today.

When asked about Mark Dare, Winder said, After a certain situation happened, I lost respect for him. I tolerated him."

He was an excellent witness. Calm, considering why he was there. The only time he could not maintain composure was when he was talking about his daughters. He broke down on the stand and fought back tears.

He corroborated the testimony of his daughters and added more details regarding the bruise incident,  Mark Dare yelling at Jane Doe #2 even after she locked herself in the bathroom and Windy Dare's behavior the day the sexual abuse allegations were disclosed by Jane Doe #1 and #2.

The bruise resulted in a CWS investigation. During the bathroom incident, Winder tried to call CPS and when that didn't work, he went to the Courthouse and asked for a deputy and was told they could not help him.

I can tell you from personal experience, CWS is useless in following up on reports.  From the court cases covered and Humboldt grand jury, this is the same criticism of CWS. Regarding HCSO, not enough information was given today about why they could not help.

On January 22, 2018, Winder was at work when he got a call from Officer Jenkins and was told about the sexual abuse allegations. Winder called Windy Dare and arrived at the school before her.  She showed up and spoke with Winder and Officer Jenkins.

Jane Doe # 1 and Winder went shopping,discussed the allegations at the Del Norte dock and then home. Winder had some concerns and asked Jane Doe #1 if she was telling the truth. "It's hard to imagine. She had been acting out. " Winder texted Jane Doe #2 to come over to his house. He did not tell her about Jane Doe #1's allegations. When Jane Doe #2 came over, he spoke with her alone on the sun porch.

Winder told Jane Doe #2 that he sister had made serious allegations. "That's when Jane Doe #2 said, ' he did it to me too'."

Winder said that Windy Dare had texted Jane Doe #2 on the day the allegations against Mark Dare were made by Jane Doe #1.

Winder called Officer Jenkins, "because I needed restraint. I needed to control myself so I wouldn't do something stupid."

Officer Jenkins did not answer, so Winder called 911. Then, Officer Jenkins came over.

When Windy Dare arrived, she had her son Mattaniah with her. Outside the house, Winder and Windy Dare were yelling  Later, Windy's mom showed up to pick up Mattaniah.

Winder did not recall getting a call from CWS. He said Windy Dare was at his house "for an hour or so."

"Windy was yelling that CPS would come and take Mattaniah.I said, what about the girls?"

Winder offered to get a hotel room or stay at his house "to get away from Mark."

When they were inside the house with their daughters,  "During the whole conversation about what happened, she just stared at the floor and at one point, she said, ' I've got to make dinner' and she left."

Winder admitted that after the bruise incident, he told Mark Dare that if he touched his daughters that Winder "would kill him."

Just as with every other People's witness,  Public Defender Marek Reavis was not able to impeach any witness.
