I did a post on convicted sex offender Daniel Balridge in 2019 when Eureka Police Department arrested him for failure to register. He has 57 cases in the Humboldt Superior Court system.
Yesterday, Baldridge had two cases on calendar. I covered the preliminary hearing for the case where he was charged with two counts of indecent exposure. After the preliminary hearing, Judge Joyce Hinrichs held Baldridge to answer on both counts.
APD Officer Kent Falkenstein and APD Det. Sgt Chris Ortega testified for the People.
Officer Falkenstein was contacted by a female reporting party about Baldridge. He could see Baldridge's " penis and testicles from the roadway."
Det. Sgt Ortega "observed the defendant's penis exposed and he was stroking the tip.of his penis."
Det. Sgt. Ortega saw no urine and concluded Baldridge was "masturbating. His penis was flaccid." Det. Sgt. Ortega described the look on Baldridge's face and his eyes "intently looking out". Det. Sgt. Ortega radioed other units, approached Baldridge and saw him performing the sex act. "Baldridge denied having his penis out, masturbating and called me a liar."
This was at 8th and F, people were walking to the bank. Arcata Fire Department firefighters thanked Sgt. Det. Ortega after he arrested Baldridge.
Deputy District Attorney Carolyn Schaffer is the prosecutor. Deputy Conflict Counsel R.J. Leohner is Baldridge's attorney.
Det. Ortega has had previous contact with Baldridge. Baldridge has prior convictions for indecent exposure. Ms. Schaffer said on "two previous occasions, he was stroking his penis in public."
