The alleged victim in the incident that led to the arrest of HCSO Lt. Samuel David Williams is Brian Edward Kelsey Jr. The name sounded familiar so I checked out court records. There are atleast two criminal cases for Kelsey, Jr. that I could verify with full name in court records.
Kelsey Jr's employment comes up as a case manager at 720 Wood Street.
I have listed all the cases in the Humboldt Superior Court system. Brian Edward Kelsey,Sr. has his own cases. It remains to be seen what other record Kelsey, Jr has. 16 searches came up and the court system does not always list the full name in synopsis, there are no court document in some cases, older cases have almost no court records, minutes in the e court and physical file has been purged.
Arraignment for Lt. Williams is on 6/1. If this case proceeds to preliminary or further investigation is conducted, maybe we will get more details.
For Kelsey, Jr, one is a conviction in a traffic case from 2017, another is a DUI conviction from 2014.
