Alleged "peeping tom" Victor Phetsomphou had two prior cases, failure to appear in court and it took 4 years for an arrest warrant?

On December 12, I did this post on alleged "peeping tom" Victor Phetsomphou's arrest.

My post was before the press release by Cal Poly Humboldt Police Department. The jail log had mispelled his last name.

I found two prior cases for Phetsomphou. In CR2102511, on 9/29/21, he failed to appear for arraignment and a bench warrant was issued by Humboldt Superior Court Judge Timothy Canning for $25,000. His arraignment in that case was set to coincide with CR2102520 on 12/3/25. A warrant for his arrest was not issued until 12/12/25. Preliminary hearing in CR2102511 is scheduled for 1/13/26. Arraignment in CR2102520 is scheduled for 1/22/26.

I have no idea why it took 4 years to issue an arrest warrant and there is no information in the Humboldt Superior Court e court. Maybe the DA will address it at arraignment. Yet another with multiple cases racking up new arrests. The DA needs to consolidate these cases, especially since the one with burglary charges.
