There was a hearing this afternoon for 34 year old James Albert Leach, Jr and the gun violence restraining order for gun violence issued against him. EPD Sgt. Wayne Rabang filed a request for bail increase and for the TRO to be made permanent.
This afternoon, a two year permanent restraining order was granted.
In addition to that, there have been two criminal cases filed against him, one was handled by HCSO and one by Eureka Police Department.
Leach was arrested arrested on 1/7/23 by EPD. He posted bond. That case has an arraignment date of February 17. Leach allegedly broke into a neighbor's house.
In the HCSO case which happened on 12/8/22, the alleged victims are local attorney Allison Jackson and her partner Peter Ranken. I spoke with Ms. Jackson. There was no arraignment date in this case when I checked today around noon because the clerk's office is waiting on the affadavit of arrest from HCSO. Later, this case also has an arraignment date of 2/17.
Both alleged victims know Leach Jr. His father passed away last year. There maybe some mental health or other issues. Ms. Jackson is trying to assist in getting Leach Jr. help. I have been researching this guy since his arrest. As for the alleged victims in the EPD case, I did briefly speak with them.
They arrested the guy a month ago. Why has HCSO not filed the appropriate paperwork with the clerk's office? Why did EPD have to arrest the same guy a month later for similar crimes and get the search warrants and request a gun violence restraining order? This guy is a danger to the community based on my research and talking to several people. He was ranting about the Eureka victims in December. Did HCSO bother to tell that to EPD because the second crime and assault could have been prevented?
Leach Jr was arrested for a DUI in 2013 and has other cases in the Humboldt Superior Court system.
