Second time sex offender arrested for the same offense and released on O.R.

Sex offender David Gene Couch was arrested by HCSO yesterday for PC 290.012(a) failure to register as a sex offender. This is the second time he has been arrested for this offense and released on O.R.

I have covered Couch before including the time he told Courthouse security he would blow up the building.
