High risk parolee, peeping Tom and convicted sex offender Charles Steven Flinn was arrested in July for parole violation and released on OR. He was arrested again yesterday by Arcata Police Department for PC 182(a)(1) criminal conspiracy , possession of Controlled Substance, PC 466 possession of burglary tools and PC664/459 attempted burglary. Once again,Flinn was released on O.R.
In July, when Flinn was arrested, he already had 32 cases in the Humboldt Superior Court system.
