Cypress police arrested Jorge A. Ibarra Jr., on suspicion of invasion of privacy. Ibarra allegedly had been taking photos of women in skirts at Target stores.
After he followed a man's 15 year old daughter around at one store, the dad chases Ibarra out of the store, tackled him and took photos of Ibarra's license and car.
