Signs that the second floor of the Courthouse may be open soon?

I was checking something in the Courthouse and as I took the stairs, something caught my attention on the second floor. They have had signs stating the second floor of the Courthouse is closed.



Through the window on the door that takes you out to 5th street entrance, I saw that the benches on the second floor have been taped off. There are arrows on the floor indicating which way to walk. You are not allowed to take photos of the second floor but it is very similar to physical distance measures implemented at the County, Starbucks and other places.
