More ADA construction and closures, this project impacts Planning and Building services

Construction work at the front entrance of County of Humboldt’s Clark Complex building will begin on Monday, Oct. 2. This work is part of the Clark Complex Americans with Disabilities Act (ADA) Modification Project which began in April 2023.

Due to the work required for this project, community members in need of services provided at the Clark Complex are encouraged to utilize digital service options whenever possible.

About the Clark Complex ADA Modification Project

The Clark Complex, located at 3015 H Street in Eureka, primarily houses offices for the county’s Planning & Building Department and the Department of Public Works’ Land Use Division. Upon completion of this project, community members will have improved access to programs, services, and activities provided at this facility.

This project’s primary focus is accessibility improvements to the Clark Complex and this phase of construction will include modifications to the front of the building to accommodate the installation of a wheelchair lift and stairway to the building and will provide better access to the main lobby. Accessibility renovations have already been completed on the public restrooms access and a portion of the Planning & Building parking lot is in the process of being reconfigured to accommodate a new ADA van accessible parking stall.

Construction for this project will take place Monday through Friday from 7 a.m. to 5 p.m. Some afterhours work is also anticipated to minimize impacts on county programs, services, and activities offered at this location. Work on the main entrance of the building is expected to be completed on by Monday, Oct. 30, and the Clark Complex ADA Modification Project is currently anticipated to be fully completed by Thursday, Nov. 30. 

How to Access Services at the Clark Complex

Beginning Monday, Oct. 2 in person visitors will only be able to access the Clark Complex facility on Harris St. Parking will be limited in the Planning & Building parking lot located between H and I Streets. Accessible on street parking is also limited but will be available on Harris St. 

Please note that cash payments will not be not accepted at this facility during this period. Many public services are available online, including permitting and geospatial (GIS) mapping services. Community members who are unable to utilize digital services should email planningbuilding@co.humboldt.ca.us or call (707) 445-7245 for assistance.

The Clark Complex ADA Modification Project is aligned with the goals of the county’s Facilities Master Plan (FMP) by investing in county facilities and improving ADA accessibility. The FMP is a document prepared to guide investment in county facilities over a period of 10 to 20 years. Prior to the adoption of this plan, county facilities were inspected, and community members were able to share their feedback through surveys and outreach. This plan was approved by the Board of Supervisors in 2020 and supports community resiliency by establishing efficient facility operations that accommodate growth and improve accessibility. Additionally, this project is aligned with the county’s ADA Compliance Plan, adopted by the Board of Supervisors in 2021.
