The Board of Supervisors are still meeting today, May 5. Phase 2 and the eviction moratorium are what most people are concerned about and those items were dealt with before the Board went into closed session.
Reported first on this blog was an item on today's agenda by First District Supervisor Rex Bohn to discuss a timeline for opening all Humboldt County Departments, to consider sending a Letter to Governor Newsom requesting the removal of the Statewide Shelter-In-Place Order and to allow local jurisdictions, following public health benchmark standards to open up their SIP orders and make their own cautious decision on how to reactivate businesses that are struggling economically.
That item remained on today's agenda. No action was necessary since Governor Gavin Newsom said yesterday the state can begin to move into Stage 2 of modifying the stay at home order on May 8; counties sooner if they meet criteria.
Some businesses will open this Friday.
The County has met the criteria to move into Phase 2.
The County will provide documentation to the state that local officials are ready to implement and manage Phase 2 for Humboldt and tailor it local needs.
Businesses interested in reopening can email their safety plans to the Humboldt County Joint Information Center at covidinfo@co.humboldt.ca.us to be reviewed and receive feedback, Frankovich said. The center can also be reached by phone at 707-441-5000.
The eviction moratorium vote as the item is written on the agenda was 4-1 with Rex dissenting. It will be back on a future agenda.

The state has authorized some Humboldt County businesses with lower COVID-19 exposure risk to begin reopening on Friday, May 8. Qualifying businesses must have modifications in place to protect the health and safety of both employees and customers.
The first stage of Gov. Gavin Newsom’s four-stage reopening plan has been in place since the statewide Stay-at-Home Order took effect on March 16. Stage Two will begin Friday with what the Governor calls a “soft opening” to gradually reopen certain businesses. This first part of Stage Two will allow the reopening of most retail businesses that are able to serve customers curbside or through delivery as well as logistics and manufacturing supports for retail businesses.
According to the state’s plan, businesses that can reopen on Friday, May 8, with modifications in place include:
Most retail businesses (may open for curbside or delivery only)Florists, toy stores, sporting goods stores, bookstores and clothing stores are a few examplesShopping malls and seated dining services cannot reopen per the state Stay-at-Home OrderBusinesses that provide logistical and manufacturing support for retail businesses.
Businesses that plan to reopen on Friday, May 8, should have the following measures in place prior to reopening:
Wearing and requiring facial coverings for all employees and customers in accordance with the Order of the Health OfficerAllowing for six feet of social distancing at all times for employees and customersProviding access to handwashing and hand sanitizer for employees and customersFrequently cleaning and sanitizing the facility following CDC reopening guidelinesAdhering to a plan to identify and exclude sick employees from the workplace.
Additional measures, including certification of safety plans, will be required as the state modifies the Stay-at-Home Order and as the county moves further into Stage Two.
The Humboldt County Joint Information Center will release information regarding the certification process based on direction from the state on Stage Two implementation.
