There was previous court testimony about Jane Doe's alleged abuse, why was Beideman only arrested yesterday?

I cannot post the page about previous court testimony  referring to the alleged abuse of Jane Doe because it has too many details about her identity .
In the Ramey warrant there is a reference to observation by a third grade teacher. I had to crop out the next line after testifying in court.

But it is not recent. So why was Beideman not investigated or arrested before yesterday?
