Ramiro Ochoa Mendoza was arrested for murder of Noel Batres whose body was found under a bridge.
Found mentally incompetent to stand for trial, had failures to appear in court including his mental health diversion review hearing, was not in compliance. Mendoza faced criminal charges in Napa County earlier this year after he had been on April 25 for violating a restraining order, violating his post-release community supervision and resisting arrest.
California Senate Bill 317 eliminated competency restoration for misdemeanors, the court has to pursue mental health diversion and can even dismiss charges.
You have read my Humboldt coverage of cases where I repeatedly call the failure of mental health diversion. Aunna Bollman and Sean Lundy are just two egregious examples of the danger the public faces due to soft on crime California legislators.
