So what has the City of Eureka done about it? Nothing as usual. 



Fences outside churches, businesses, law offices, even government buildings. Junkies sprawled out all over Eureka. The City Council inaction is costing private businesses and taxpayers money and using EPD resources.

From 1 a.m. to 3 a.m. last night, a guy in a tshirt and underwear was walking briskly back and forth in the alley behind the gas station on 5th and N. Supposedly, the gas station has a security guard at night. That guard is useless because every night, just as they do in the day, addicts shoot up, fight and yell.

I yell out the window to get his attention, he looks up, I recognize him as the guy who cusses all day and night. He says, "my bad," ducks out of sight. And off he goes again minutes later.

At 7 a.m., the  same woman who I have had to call EPD about twice was slumped over and shooting up. She decided that at 7 a.m. she needed her fix and didn't give a damn about tresspassing or anyone else. She wouldn't acknowledge me and wouldn't move until she got high.

At 9:13 a.m. another woman is urinating and defecating in the area as several others do all day and night. The gas station right around the corner allows anyone to use the bathroom. She is another "regular." There are hand washing stations and porta potties close by.

Why should she care? Eureka Municipal Code and any prosecution of the codes is a joke thanks to California laws. COVID 19 is now the excuse to let criminals and those who break the law roam free. There were no consequences before and there are none now.

A guy sweeping in the alley confirmed what I know and have documented. This is a junkie hangout. Why are the property owners and businesses whose entrances lead into the alley not keeping the area clean and secure?

And at 11:54, a different woman. The same skank who mouths off. First, she told me, "The police aren't going to come unless it is a violent crime." The criminals know how Eureka and California works.

But she didn't stay around. I didn't call EPD three out of four times this nonsense has gone on and that is just today.

At 2 p.m. today, a staff person or owner of a business located on O street near the same alley told another woman, " I don't want to see you here anymore. I don't want to see needles outside my business." The response from this woman was to mouth off.

This woman is a regular, a problem and known to law enforcement. This is the woman who came into the gas station yelling that there had been an assault on "her friend" last November. The same "friend" who passed away.

These are the conditions that the the City of Eureka and the City Council expect people to endure. Right now, most people have to work from home and many take care of children at the same time. There is already stress and this is what people contributing to society have to deal with daily during the shelter in place order.

My neighbors have children who should feel safe walking and playing near their house. Two weeks ago, I mentioned these concerns to EPD Chief Watson, Captain Stephens and Sgt. LaFrance two weeks ago because EPD listens.

So what has the City of Eureka and this Council done about it? Nothing as usual.  You have City Councilmembers that encourage, enable and ignore the citywide drug problem.

Law enforcement's ability to deal with these addicts has been hindered by criminal and addict enabling California laws and the Ninth Circuit. Just like Gavin Newsom, the Eureka City Council believes in penalizing businesses and law abiding citizens. When it comes to revenue and taxes, these anti business, anti health and anti safety politicians have their hand out asking to be funded by the very people they ignore on a daily basis.

Let's see if code enforcement does anything about the complaint form I submitted today. If they actually did put in 25% of the time on residential nuisance properties that they do targeting businesses, there would be a major improvement in Eureka crime.

If COVID 19 is so contagious, why isn't it affecting scores of people on the street? If it is so contagious, why isn't EPD and Eureka Code Enforcement enforcing the violations of the shelter in place order against repeat offenders not wearing masks or practicing physical distancing? Some of these people are on the streets; some live in apartment complexes where people are in close proximity; some drive fancy cars.  Either enforce the health order or open up government buildings, businesses that are closed and stop pushing  the facial covering requirement.
