Why would a Humboldt Superior Court Judge release Sandra Belisle on OR when she has been arrested 15 times?

Sandra Belisle was released from jail on  December 15 after she was granted OR by the Court. December 10 was her 15th arrest. According to court minutes, it was Visiting Judge Leonard LaCasse who granted OR on December 14.
