Man cuffed and put in unmarked gold sedan, authorities in plain clothes with Rio Dell Chief present

This morning on 500 block of Gunnerson Lane, a man was cuffed and put into an unmarked gold sedan. Rio Dell Police Chief Jeff Conner and others and in plain clothes and tactical vests were there, according to a reader.

The man was Ernest Neal Capel. Arrested on a bench warrant by his probation officer. He was released in the evening on OR.
