Thank you so much for providing me the opportunity to respond. While I appreciate the Treasurer-Tax Collector taking the time to respond, I’m afraid he is not addressing the point I made."
“Cash receipts” are deposit forms. Each cash receipt gets an individual number but may have multiple lines of information. What we were asking for his office to do is to send 1 cash receipt with multiple lines of information rather than multiple cash receipts with only one line of information each. This was strictly for efficiency purposes and is not an excuse to not record payer information in the General Ledger.
What the Treasurer-Tax Collector may not be understanding is the difference between the General Ledger and the software he uses to record tax payments (“Megabyte”). There are profiles in Megabyte for taxpayers separated by specific parcel numbers or permit numbers but those profiles don’t exist in the general ledger. All that exists in the general ledger are the funds the money is deposited into and the lump sum amounts. This is known and understood by the Treasurer-Tax Collector as we recently struggled to determine when Measure S taxes were paid by specific payers in order to calculate interest owed to them.
There is a lot of clean-up work to do in this County’s books and the methods with which some departments record financial transaction information. It starts with understanding that the County’s official book of record is the General Ledger, not other third party software."
