HCSO arrests Stephen Rhall for indecent exposure; Briyan Marquardt for lewd act with a minor by force or fear

 


33 year old Stephen Karl Rhall was arrested yesterday by HCSO on a Ramey warrant for PC 314 (1) indecent exposure.

37 year old Briyan Lee Marquardt was arrested yesterday by HCSO on a Ramey warrant for PC PC 288(b)(1) lewd act with a minor by force or fear. He has a 2017 and 2015 conviction for DUI and family law cases which are of no interest unless they are relevant to the criminal arrest.

I have been adding updates on Rhall and Marquardt's cases to this post.

3/11/26: The DA filed charges today for Rhall and Marquardt. One count of indecent exposure.

Deputy DA Rebecca Buckley-Stein appeared on the case for arraignment. Public Defender's Office appointed by Humboldt Superior Court Judge Lawrence Killoran.

Rhall was either tired or had difficulty understanding the courtroom proceedings and the bailiff. It would not surprise me if defense went for some mental health evaluation or diversion. Court minutes state Rhall's bail is $15,000. That is not what I heard but it was very noisy in the courtroom today from various sources especially when Judge Killoran was telling the bail amount to the clerk. OR bail on 3/13; trial confirmation on 3/24 and jury trial scheduled for 3/30.

3/13/26: Rhall was granted supervised release granted by Judge Lawrence Killoran.

3/24/26: Defense at Rhall's trial confirmation requested continuance which was granted; referral to RCRC to see if Rhall is eligible for services. 3/30 jury trial vacated. Review hearing  and receipt of RCRC report on 5/11.

5/11/26: Review hearing  and receipt of RCRC report continued by defense to 5/18, because Rhall has appointment with Dr. McKellar at RCRC on 5/12.

In Marquardt's case, there are two alleged victims. Jane Doe 1, 7 years old at the time of the alleged incident. Marquardt is charged with PC 288 (b) (1) forcible lewd act on Jane Doe 1.

Jane Doe 2, 17 years old at the time of the alleged incident. Marquardt is charged with PC 261 (a) (2) forcible rape. 



Deputy DA Rebecca Buckley-Stein appeared on the case for the People. Public Defender appointed by Judge Killoran. Bail is $170,000. OR bail on 3/13; preliminary hearing on 3/24.

3/13/26: Marquardt's OR bail was continued to 3/16 by the court because the Public Defender may have conflict.

3/16/26: OR & supervised release denied for Marquardt by Judge Killoran;  custody status changed to no bail.

3/24/26:  Marquardt's preliminary hearing continued by defense to 4/24.

4/24/26: Marquardt preliminary hearing continued defense to 4/30.

4/3/26: Marquardt preliminary hearing continued to 5/19 by defense.
