No other bathroom at the Courthouse has signs except the one by BOS office

This is in the stall. There is another sign by the sink describing visually how to wash your hands. Are we supposed to assume this is an issue only in this bathroom?

Whoever put it there should really put one on the 3rd floor men's bathrooms, particularly by the Assessor's office.
