HCSO questions car on 4th street near EDD in Eureka, no one detained or arrested

 

Just saw HCSO deputy on 4th street between K and L questioning occupants of this car at at 11:25. At 11:26 HCSO handed back the driver's license, no one detained; car and deputy left.
