No one stopping while stalled car occupants yell "Stop"

 

It doesn't help that the woman in the brown sweatshirt is standing in the middle of the road while cars are trying to avoid her. This has been going on for at least 20 minutes. 

The car is right in front of Craig Hansen's insurance. Pacific Towing is literally across the street from this corner of 3rd and V. Target  is only a few blocks away. At 5 p.m. all but one of the women went inside the car. Two cars stopped to talk to the women yelling and one drove away. 

The other car with the maroon top is just parked across the street with lights on blocking another lane on V street and people driving around this car as well. 5:10 Tow truck just arrived. Car with the maroon top left.
