Luis Carlos Silva was arrested by HCSO yesterday for PC 207(a) kidnapping, PC 243 (e)(1) domestic battery and PC 591.5 unlawfully and maliciously removing injuring, destroying, damaging or obstructing the use of any wireless communication device with intent to prevent someone seeking help.
