"I am going to spit on you bitch"

Around 9:50 a.m. I was walking from the Courthouse, saw this guy exit Advanced Cellular and walk towards me. My gut instinct about him turned out to be correct. With places closed, there was nowhere for me to go and avoid him. He started kicking stuff around and then started walking away from me as if he was crossing the street.  So I kept walking towards the post office. Sudenly, he comes up to me right outside The Grind.

"Go home." I was not sure what that meant. Was there a racial or ethnic undertone? I don't think like that but lately there have been a lot of  aggression and confrontations with racial and ethnic slurs yelled at me. I don't recognize most of these people as "Humboldt regulars."

I was trying to figure out if he was one of the guys that hangs out in the alley near 5th and N. I told him to back off. He stepped towards me as if taking a swing and said, "I am going to spit on you bitch." He got angrier when his intimidation did not result in me cowering.

I dialed EPD and then he started he walking on 5th Street and was near City Hall as I finished with dispatch. Five minutes later, EPD had located him. I had called them back. Advanced Cellular did not know who he was but he got a quote for a phone and was on his way to see his case worker to drop off paperwork.

I do recognize him but don't know for sure if he is from the alley, just an angry man on the streets or someone from the courthouse. What I do know is that since Gavin Newsom released people from prison due to COVID 19 and since the shelter in place, there have been a lot of angry men and women on the streetsand they are belligerent and not scared of law enforcement.

I am waiting to hear back from the officers and EPD on what happened once they reached him.
