Humboldt County Sheriff deputies made two arrests yesterday for PC 290.012(a), failure to register as a sex offender. One was for Bobbie Otho Lemmons and the other was Richard Paul Wright. Lemons was released on O.R.
Lemmons conviction is not from Humboldt County. There is no such case for him in the Humboldt court system; just a 2017 traffic case with infractions which shows a referral to collections.
Wright has one 2022 criminal case in Humboldt with a conviction for driving on a suspended license.
In my coverage of Humboldt Superior Court, there are no consequences for such arrests, maybe a slap on the wrist and they are released again. Attorneys from other parts of California are shocked at how such arrests and even some arrests for possession of child pornography are handled in Humboldt Superior Court. Any consequences vary depending on the local judge or Visiting or Retired Judge and what California county that Visiting Judge is from.
5/22/25: DA filed complaint today for Wright for PC 290.012 (a) failure to update registration annually. Wright was arraigned this afternoon. Retired Judge John Feeney set bail at $25,000. OR bail on 5/27; preliminary hearing 6/4.
6/4: Preliminary hearing continued to 6/6 by DA due to witness unavailability.
