Potential placement identified in San Diego County for Joshua Cooley


At placement review for sexually violent predator Joshua Cooley this morning, Conflict Counsel Supervising Attorney Meagan O'Connell, Humboldt County Deputy District Attorney Stacey Eads, Deputy District Attorney Brian Morgan from Sacramento County, Liberty Healthcare's Regional Coordinator Rafael Loya, Dr. Cameron Zeidler and Steve Schaening were present.

Before you get too excited, potential does not mean Humboldt is out of the picture. If you have followed regular coverage of this case, you know every public comment hearing results in outrage from the community where Cooley may be placed and then another hearing is scheduled.

Not sure who Schaening is or why he was at this hearing but Dr.Zeidler must have a lot of time to waste. His contributions to these hearings are to ask for orders to be signed. Mr. Loya is perfectly capable of doing that and has done so previously. Who is paying for these superflous Liberty Healthcare employees? Retired Judge John Feeney is also aware of what is required. Anyone watching these hearings is aware because we have had the same process ad nauseaum for months.

"Today, we are not going to be directly addressing anything regarding Sacramento County," Judge Feeney said before proceeding with the hearing. He said Mr. Morgan was free to stay. At the end of the hearing, Mr. Morgan thanked the Humboldt DA's office and Liberty Healthcare for giving notice about today's hearing.

Judge Feeney referred to correspondence from Mr. Loya dated August 7. "It is evident Liberty Healthcare has conducted an exhaustive search," said Judge Feeney. A potential property has been identified in San Diego County. There are no schools or parks or day care centers  within 200 feet of this property.

Both Ms. Eads and Ms. O'Connell had no objections to the placement.

Ms. O'Connell requested an in camera hearing prior to a public comment hearing to address concerns. That meeting is scheduled for September 25. Present at that meeting will be the Humboldt County DA, San Diego County DA, Ms. O'Connell, Humboldt County Probation and Liberty Healthcare.

A public comment hearing will take place on October 9. The Department of State Hospitals is ordered by Judge Feeney to notice Humboldt and San Diego Counties.

Schaening is a retired Humboldt County Probation officer. My guess is he is now employed by Liberty Healthcare as they were listing positions in our area a few months ago. I'm curious about the location in San Diego County. I spend six months a year there and know of an area in east county that has become a dumping ground for these sex offenders supervised by Liberty Healthcare. My guess would be they are looking at Jucumba. I will give heads up to my friends that live in the area and may contact local radio stations
