County of Humboldt is in violation of the California Public Records Act

These are the two posts I have done on who will be in charge of the Alternate Conflict Counsel.

After the County Administrative's first response to me which did not answer my question, I put in a Public Records Request on August 19, 2026.

Today is August 31, 2026.

On 9/1/26, the County sent me a reason with the sane response as last time. I will show it to the lawyers I am consulting.

Hi John,

The county has not located records that are responsive to your request.

To clarify some things for you, the Board of Supervisors approved the creation of an alternate counsel’s office and the allocation of positions when the fiscal year 2026-27 budget was adopted.

The County of Humboldt continues to move forward with re-establishing an Alternate Conflict Counsel’s office in response to increased need for indigent defense services, however the location of this office has yet to be determined, and the hiring phase has not yet begun. When the recruitment is posted, the Department of Human Resources will ensure the recruitment adheres to the county’s standard recruitment and hiring practices.

As previously communicated to you, hiring staff for this office or any county department is a personnel matter, and for that reason the county will not comment on individual recruitments. Additionally, this type of information is exempt from disclosure, pursuant to Government Code sections 7927.700 and 7922.000.

Thank you,

Cati Gallardo
