Six new COVID cases confirmed today; 3 of total 27 cases "are believed to be community spread"



Six new COVID-19 cases were confirmed today, bringing the total number of cases to 27 since the first positive diagnosis of a Humboldt County resident in late February.

Three of the 27 cases are believed to be community spread. All other active cases are under investigation.

While the updated order made it clear "until rescinded", some people had questions and I clarified with the County via HCSO PIO Samantha Karges that the April 9 date is no longer valid.

Gavin Newsom and the State care more about criminals and drug addicts than law abiding citizens

Instead of statewide suspension of AB5, rent suspension and a rent freeze, Gavin Newsom holds meaningless press conferences with Mark Zuckerberg that do nothing to allievate people's financial concerns during this pandemic.

No intake of prisoners using COVID 19 as an excuse have resulted in local jails having to release criminals and change criteria about who they book into custody.

HACHR is considered essential by the State of California so drug addicts can shoot up but other businesses are non essential and lose their livelihood for an undetermined amount of time.

Local authorities didn't consider HACHR essential service but Dr. Frankovich and CDPH overruled them

The City of Eureka continues to receive questions, concerns and complaints regarding Shelter in Place Order compliance related to various business and organizations within our jurisdiction.  HACHR (Humboldt Area Center for Harm Reduction), a CDPH certified syringe exchange program in Eureka, is one of the organizations we received inquiries/complaints about.

Upon being made aware of this issue on Friday morning (March 27th), I contacted Sheriff Honsal to receive an opinion from the county as to whether or not HACHR’s operation was considered “essential” services under the County Health Officer’s Shelter in Place Order (SIP). I received a response from the Sheriff that passing out harm reduction is not essential services.

Three more cases of COVID 19 confirmed today



Three cases of COVID-19 were confirmed today, bringing the total to 21 local cases since the outbreak in Humboldt County began. The method of transmission for these new cases is under investigation.

US Department of HHS accepted donations of medicine as possible treatments for COVID 19 patients


The U.S. Department of Health and Human Services (HHS) today accepted 30 million doses of hydroxychloroquine sulfate donated by Sandoz, the Novartis generics and biosimilars division, and one million doses of chloroquine phosphate donated by Bayer Pharmaceuticals, for possible use in treating patients hospitalized with COVID-19 or for use in clinical trials.

Marcus Briseno Soriano arrested for assault near 6th Street that occurred on 4th street, victim found on 5th street


Marcos Briseno Soriano arrested by Eureka Police Department on 3/28/20 for PC 245 (a) 1, assault  with a deadly weapon other than a firearm. He is still at the jail as of noon today. Bail is $35,000.

EPD Crime Analyst said, "I don’t know the reasoning, but there is not a booking photo available.  He was arrested near the 1500 block of 6th Street after an assault that had occurred on the 1600 block of 4th Street.  The victim was found near 1400 block of 5th Street. "

According to a Wall Street Journal article, government officials across the U.S. are using location data from millions of cellphones to better understand the movements of Americans during the coronavirus pandemic and how they may be affecting the spread of the disease. The data comes from the mobile advertising industry, not cellphone carriers.

Federal social distancing guidines extended until April 30


At a press briefing today, President Donald Trump on  announced he is extending federal social distancing guidelines until April 30. The White House task force will be sharing further data and finalized plans on Tuesday.

Judicial Council approves temporary measures for courts during COVID 19 such such as extending deadlines for arraignment and preliminary hearings





The Judicial Council today approved temporary emergency measures to continue essential court services such as protecting the rights and needs of the accused in a safe way while guarding the health and safety of the public, court employees, attorneys, litigants, judicial officers, law enforcement, and staff and inmates in detention facilities.

Humboldt County OES distributed 30,000 PPEs to local healthcare facilities and first responders



In the past week, the Humboldt County Office of Emergency Services (OES) has distributed 30,000 pieces of personal protective equipment (PPE) to local health care facilities and first responders throughout the county.

California had mobile hospitals, stockpile of ventilators and masks but dismantled them


"They were ready to roll whenever disaster struck California: three 200-bed mobile hospitals that could be deployed to the scene of a crisis on flatbed trucks and provide advanced medical care to the injured and sick within 72 hours."

"Each hospital would be the size of a football field, with a surgery ward, intensive care unit and X-ray equipment. Medical response teams would also have access to a massive stockpile of emergency supplies: 50 million N95 respirators, 2,400 portable ventilators and kits to set up 21,000 additional patient beds wherever they were needed."

Intervention was scheduled for voluntary manslaughter suspect Pamela Millsap on March 26. The preliminary hearing is still scheduled for April 2, as of yesterday.

14 local COVID cases, two more confirmed today

Two additional cases of COVID-19 were confirmed today, bringing the total to 14 local cases since the outbreak began. Cases 11 through 14 are currently under investigation, with additional information expected next week.

Case number five, confirmed on March 24, has been found to be a contact of another case and is therefore not an example of community spread.

Curious what happens after you call call the COVID compliance tip line?


I was able to get some clarification from Humbolt County Sheriff William Honsal and Eureka Police Chief Steve Watson about the COVID tip line.

"Unfortunately, in this time we have to triage all the calls for service.  We will do our best to serve your needs in the priority it warrants," said Sheriff Honsal.

Each jurisdiction is handling tips passed on to them.

City of Eureka has decided that Code Enforcement will take the lead instead of law enforcement.

After the special meeting on Monday, Code Enforcement will be empowered to follow up.on tips from this compliance tip line.

The first step will be education and information. If it continues, citations and warnings will be issued if warranted and "enforcement is the last resort," said Chief Watson.

Voluntary compliance is preferred.  "We are all in this together," said Chief Watson.

Governor Newsom issues statewide moratorium on evictions for renters affected by COVID 19



Governor Gavin Newsom today issued an executive order banning the enforcement of eviction orders for renters affected by COVID-19 through May 31, 2020. The order prohibits landlords from evicting tenants for nonpayment of rent and prohibits enforcement of evictions by law enforcement or courts. It also requires tenants to declare in writing, no more than seven days after the rent comes due, that the tenant cannot pay all or part of their rent due to COVID-19.

Is California statewide stay at home order legally "adequate" ?

Cuomo admits stay at home for everyone not best strategy

12 confirmed cases, first hospitalization of COVID 19 patient since local outbreak


Two additional cases of COVID-19 were confirmed today, one by the Public Health Laboratory and the other by a commercial lab, bringing the number of known cases in Humboldt County to 12. Today also marked the first hospitalization of a COVID patient since the outbreak began locally.

Due to COVID 19, April 7 Board of Supervisors meeting cancelled


Due to the conditions surrounding the local emergency related to COVID-19  the Humboldt County Board of Supervisors decided today to cancel the April 7 meeting. The next regularly scheduled Board meeting is April 14.

Trial setting for murder suspect Ronald Loureiro was continued from on March 23 to this morning. Tomorrow, at Loureiro's request, there is a Marsden hearing.

Murder suspect Daniella Moore's special set hearing continued to May


 On March 12, murder suspect Daniella Moore entered an additional plea of not guilty by reason of insanity.

This morning, the special set for April 8 was vacated. Setting of preliminary hearing and appointment of doctors was continued to May 12.
