Check out who owns 1108 Main Street in Fortuna and is leasing it to the County, yeah Lee Ulansey

Why is this an issue?

Even if Lee Ulansey could recuse himself on certain votes involving properties he owns;
if the rumors about him moving to Eureka are true, a district that is almost entirely under land use planning by the City of Eureka would have 3 out of 7 appointments, and a district like the 5th District  would have one on the Planning Commission.

RECOMMENDATION(SV
That the Board of Supervisors:


1. Approve the second amendment to lease at 1108 Main Street, Fortuna, CA with Lee Ulansey, a
sole proprietor, to extend the lease through January 31, 2018;




2. Authorize the Chairperson to execute the second amendment to lease, in duplicate; and
3. Direct the Clerk of the Board to return one (1) of the fully executed second amendment to lease to
Public Works - Real Property staff for transmittal to lessor, retaining the second fully executed
second amendment to lease with meeting records.

recommended action contained in this Board report.

The Department of Health and Human Services - Public Health (DHHS-PH), Healthy Communities
Division has utilized leased property at 1108 Main Street in Fortuna for the Supplemental Nutrition
Program for Women, Infants and Children (WIC) clinic since 2003. Following a change in ownership, on
May 4, 2010 (item C-11) the Board approved the lease (Attachment 1) with Lee Ulansey, a sole proprietor,
(lessor) for this property. The term of the lease commenced on May 1, 2010 and terminated on January 31,
2014. The Board approved the first amendment to lease on December 17, 2013 (item C-15), extending the
terminationdate to January 31, 2017 (Attachment 2.) DHHS-PH now requests that the Board approve the
second amendment to lease to extend the termination date of the lease through January 31, 2018. The
second amendment to lease also has an option for the county to extend the lease for an additional one (1)
one (1) year term, upon providing the Lessor with 30 days notice of its intent.
The DHHS-PH WIC clinic located at 1108 Main Street, Fortuna provides individualized nutrition
counseling, breastfeeding support, vouchers to purchase healthy foods, and referrals to health care
organizations. The community members supported by these services include pregnant women, lactating
mothers, infants and children less than five years of age.
Therefore, DHHS-PH recommends the Board approve the second amendment to lease for 1108 Main
Street, Fortuna, CA with Lee Ulansey (lessor) to extend the termination date of the lease through January
31, 2018; authorize the Chairperson to execute the second amendment to lease, in duplicate; and direct the
Clerk of the Board to return one (1) of the fully executed second amendment to lease to Public Works- Real
Property staff for transmittal to lessor, retaining the second fully executed second amendment to lease with
meeting records.
FINANCIAL IMPACT:
The current monthly rent is Eight Hundred Thirty-Three Dollars ($833.00) for nine hundred (900) square
feet, or $ 0.925 per square foot. The cost of the lease was included in the approved budget for fiscal year
2016-17 in Fund 1175, Budget Unit 415, WIC program. The lease costs will be included in the county
budget for FY 2017-18. The WIC program is 100 percent funded through federal funds. There is no impact
to the county General Fund.
Approving this second .amendment to lease supports the Board's Strategic Framework by continuing to
create opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The board could choose not to approve this second amendment to lease, in which case DHHS-PH's WIC
clinic would have to vacate the premises and find another suitable location for the provision of WIC
services to its clients. DHHS-PH does not recommend this alternative.
