City of Eureka ordinance proposed to require business licenses and fees for vacation dwelling units

RECOMMENDATION
1. Waive reading, read by title only, and adopt Bill No. 911-C.S., approving the Text
Amendments modifying Eureka Municipal Code Chapter 35: Finance, Revenue, and
Taxation, Chapter 155: Zoning Regulations, and Chapter 156: Coastal Zoning
Regulations, regulating vacation rentals within the City; and
2. Waive reading, read by title only, and adopt Bill No. 910-C.S., approving the Text
Amendments modifying Eureka Municipal Code Title 8 Chapter 5: Transient
Occupancy Tax, and Title 10 Chapter 5: Zoning, regulating vacation rentals within
the City.

SUMMARY
At the June 7, 2016 meeting, Council introduced the ordinances to amend the Eureka
Municipal Code to regulate Vacation Dwelling Units (VDUs) within the City.
The amendments will provide a uniform and comprehensive set of standards for the
development and operation of VDUs. The regulations are intended to provide the
opportunity for vacation dwelling units to operate in a safe, legal capacity within the City,
while at the same time minimizing disruptions to neighborhoods, and preserving the character of residential and commercial districts. The ordinance will also ensure that all
vacation dwelling units are operating with a valid Eureka business license and paying all
applicable taxes and fees.
Staff recommends the City Council:
1. Waive reading, read by title only, and adopt Bill No. 911-C.S., approving the Text
Amendments modifying Eureka Municipal Code Chapter 35: Finance, Revenue, and
Taxation, Chapter 155: Zoning Regulations, and Chapter 156: Coastal Zoning
Regulations, regulating vacation rentals within the City; and
2. Waive reading, read by title only, and adopt Bill No. 910-C.S., approving the Text
Amendments modifying Eureka Municipal Code Title 8 Chapter 5: Transient Occupancy
Tax, and Title 10 Chapter 5: Zoning, regulating vacation rentals within the City.

  1. Better control over Airbnb (and such) rentals in Humboldt County could increase affordable long term housing and bring in needed revenue....
    Airbnb lists 300+ available rentals in Humboldt County...I didn't check for Eureka itself. Couple of years ago it was a little over 150...
    Bottom line: It's a business, pay the taxes and make certain the units are safe. Is that too much to ask?
