"Does this mean if you are growing marijuana for profit, you have to store water, if you are not, there are no water restrictions for you?"

There were two public comments on items not on the agena but one man, "Grover" said he had to leave and ended up commenting on the report by the North Coast Water Board before the presentation by John Corbett and Connor McIntee.

Bob McKee, Sohum resident, against whom the County won a lawsuit for violation of the Williamson act used his three minutes to the Humboldt County Board of Supervisors, CAO and County Counsel, "I have little beef with mapping and land use designation. That's not my beef. State law requires that zoning be consistent with maps and policies in the General Plan. I have been trying for 14 years to get this message to you people."

"Grover" said he was "asking people from Tier 1 not to drink the water. I have an ear infection from that storage. People have a right to drink water and safe water."

Tier 1 is one level of certain properties used for cannabis cultivation with rules about discharge and preventing contamination of water.

John Wynan, from Dinsmore, said, "Does this mean if you are growing marijuana for profit, you have to store water and if you are not, there are no water restrictions for you?"

Supervisor Estelle Fennell asked Wynan if his issue was selective enforcement.

North Coast Water Board environmental scientist Connor McIntee said, "The way we implement our authority is through general and individual entities. We regulate timber, dairies. One of the major industries is cannabis cultivation and we are addressing that (with these regulations)."
