  1. For anyone unclear on how important this is, google 'john oliver traffic fines' and watch his Last Week Tonight segment about the crippling debt caused by initially seemingly minor traffic fines.

  2. NB: Only violations due to be paid before Jan. 1, 2013, are eligible for discounts. So this doesn't sound as though it's meant to be policy going forward, just a way to try to clear more from outstanding warrants than they might have without it.
